Personal Experience & Biography

Scott is a seasoned nuclear executive with more than 35 years of leadership across the U.S. Department of Energy, the Idaho National Laboratory, and Los Alamos National Laboratory. His career spans the full nuclear lifecycle—reactor operations, safety, advanced reactor licensing, nuclear security, and national regulatory reform. A trusted leader in some of the nation’s most complex and high-consequence environments, Scott has directed major nuclear facilities, guided pivotal regulatory initiatives, and served as DOE’s National Technical Area Lead for the Regulatory Development Program for Advanced Reactors. He is also a U.S. Navy Nuclear Submarine veteran and holds a B.S. in Nuclear Engineering.

  • Managed operations for reactor and fuel-storage nuclear facilities, ensuring compliance, safety, and mission readiness
  • Acted as subject matter expert for nuclear facility startup, commissioning, and safety basis development
  • Led nuclear security R&D as laboratory lead for the International Nuclear Security for Advanced Reactors Program
  • Directed national-scale programs integrating advanced reactor security, regulatory reform, and operational excellence
  • Held key leadership roles in DOE authorization and NRC licensing, including advanced reactor and plutonium processing domains
  • Served six years in the U.S. Nuclear Navy aboard USS Kamehameha (SSN-642)
